We sent an alert earlier this week and mentioned that the plan to make tax credit money available at closing was not taken off the table it was merely being revised by HUD and the IRS. This was true but Friday HUD announced that it is in fact making those tax credit dollars available at closing for eligible first time home buyers. The BIG stipulation is that the funds cannot be used for the FHA required 3.5% down payment. It can however be applied to closing costs or to a larger down payment but if the buyer chooses to have the money advanced it must be used in the purchase transaction. This is huge for realtors as it will allow you to negotiate more effectively with sellers and their respective realtors. We all know that the first time home buyer market is becoming more and more competitive as first time home buyers begin to jump off the fence. This will surely help the Lehigh Valley Real Estate market and its real estate professionals. But are you prepared? Hello Lehigh Valley Real Estate Agents. Phil Osborne here with the Lehigh Valley Wealth Center, Strategic Mortgage Planning. Ken Unangst my business partner and I wanted to bring you a very important update that has significant impact on all of us in the real estate community. A couple of weeks ago HUD Secretary Saun Donovan issued a memo to the lending community that the $8,000 tax credit available for first time homebuyers would be now issued at the time of purchase in the form of a bridge loan. Basically it would serve as a cash advance. The following day it was rescinded, since that time everyone has been trying to figure out the details of this program and if it would even occur. At the Wealth Center we have kept our eyes and ears open and have learned a few things since the memo was released. Most importantly-this program has NOT been terminated. According to our sources the IRS put the brakes on the program simply because it does not have the capacity or system in place to deliver these funds to mortgage lenders. We believe that HUD and the IRS are working closely together to find adequate ways to be able to deliver these funds in an efficient and accountable way. There has also been word that this program needs final approval from the White House budget office. We all know that the first time home buyer holds the keys to our nation’s real estate recovery. Some of you may hope that this program does not occur because programs like these are what got us into trouble in the first place. True, but that is the past, in fact we have seen a rising trend of clients who have the funds to purchase and have worked hard to increase their liquidity and savings but do not want to part with the cash reserves they have. The savings rate in America has increased to 5% and consumer debt has dropped substantially over the past year. We hope these trends continue as American’s continue their financial diet. May - “Rate & Program Alert” higher Interest rates are on the horizion

Phil Osborne here with the Lehigh Valley Wealth Center bringing you an INTEREST RATE and new mortgage program Alert. First I wanted to thank all of our past clients who may know us as the Ken Unangst Team formerly of American Home Mortgage or some of you may know us when we were First Home Mortgage. We are now established for over a year now as the Lehigh Valley Wealth Center, Strategic Mortgage Planning. Ken and the rest of the team are great and we are truly enjoying catching up with many of you and we look forward to speaking with many more of you over the coming weeks. The reason for the alert today is that we wanted to discuss interest rates briefly and introduce you to a new mortgage product that may benefit many of you. Lets begin by covering interest rates.

RATES

As many of you know interest rates have fallen significantly since the end of 2008 and into 2009. Since April we have seen mortgage rates beginning to bottom out as bond prices have stabilized. In this e-mail you will find a chart that details the trend in the mortgage bond market. As we have said many times interest rates are controlled by the trading of mortgaged backed securities in the bond market so this chart is what we track on a daily basis to see what trends are occurring and which direction mortgage rates are headed.

There are 2 major factors that are affecting the trading of mortgage backed securities at the moment.

The fed is buying mortgage backed securities by the billions. Since December when their purchasing program began they have purchased on average of 20-30bin a week and have helped keep interest rates low. The higher the prices of mbs the lower interest rates go. However the fed cannot keep this up forever and their program will slow down when they begin to see recovery in housing. And the recovery is under way. Another very important note with the fed program is that they are buying securities at a 4.5-5.5% coupon price, in order for rates to be lower they need to be purchasing 3.00%-4.5% coupon prices but they are not, in fact they have purchased very little in that price range.

The second major factor is INFLATION-inflation is the arch enemy of mortgage bonds because a bond investor needs to out pace inflation in order for him/her/it to have a healthy ROI. Inflation risk is not real today but it is very real in the future and that is what investors are concerned about

Bottom line is interest rates have reached the bottom and we see a very small window of opportunity to lock in while rates are at all time low! We are beginning to see a turning point in the housing market here locally as first time home buyers come into the market. If you know any first time home buyers please forward this information to them as this is a once in a lifetime opportunity as low housing prices and rates have reached significantly low levels and created a perfect buying opportunity. We also wanted to take a moment and introduce a new mortgage product that has become available via the Home Affordable initiative. Basically the product will allow a qualified homeowner to refinance their current residence up to 105% of the current value of the property. A huge benefit of this program is that if your current loan does not have monthly mortgage insurance the new loan will also not have mortgage insurance no matter how high the loan to value! This is a wonderful opportunity for those of you who have lost significant value in your home and were previously unable to lock in to these low rates due to a deteriorating housing market.
